The Youth Services Department is hosting a Halloween party on Saturday, Oct. 29 from 5 to 8 p.m. at the NCC Neighborhood Center, 56-68 Hayes St., Newark. The event will feature music, games, food, a haunted classroom, costume contest and prizes. Children must be accompanied by an adult.
